Gov. Charles W. Turnbull has appointed Capt. Jose A. Garcia to fill the position of territory Police chief and Lt. Novell Francis to be the deputy chief of Police for St. Croix.
According to a release from Government House Monday afternoon , the new deputy chief of St. Thomas will be Capt. Theodore Carty and officer Ronald Hatcher will fill the position of training director for the Police Department.
Garcia is currently the acting Police chief of St. Thomas. He has been with the force for 30 year. He has served as acting director of the Narcotics Strike Force and the acting deputy chief of Police. Along with earning several commendations and awards, Garcia also earned his Bachelor's degree along the way.
Francis, who has served as the acting deputy chief of Police for the last two year, has been with the force for 12 years. He has served as the commander of the Juvenile Bureau, patrol supervisor and supervisor of the Investigation Bureau.
Carty has worked with the Investigations Bureau, Insular Investigation Unit and the Narcotic Strike Force.
Hatcher holds a master's degree in social science and criminal justice will be the principal instructor of the training academy. He is also an instructor in police science at the University of the Virgin Islands.
The release said the appointment of a deputy chief for St. John will be announced at a later date.
