Dear Source:
How could Deliver It allegedly collect "millions" of dollars in cruise ship fees from the liners docking at the Crown Bay facility without those monies being immediately turned over to the VIPA? Shouldn't that money, if it can't be immediately turned over, go into an escrow account? As a ship's agent, Deliver-It is of course entitled to some sort of a percentage for collecting the dues but those dues are for the benefit of the VIPA (and in turn the people of the Virgin Islands) so where's the dough? And why has it taken the VIPA so long to figure out the discrepancy? Cheese and bread!
