Brief: New Deputy Police Chief Named for St. Croix

April 20, 2009 — Police Commissioner James McCall promoted Sgt. Christopher Howell to serve as St. Croix Deputy Police Chief on Monday.
"Sgt. Howell brings 17 years of police experience to his new assignment," McCall said. "His expertise in drug- and gun-trafficking prevention, along with other specialized training, as well as supervision, will augment the efforts of Police Chief Oakland Benta as they continue to reduce crime on St. Croix."
Howell has been an officer with the V.I. Police Department since 1992, according to a news release. He was most recently assigned as a task force agent with the U.S. Drug Enforcement Administration's High Intensity Drug Trafficking Area Task Force. He has expertise in investigating local, national and international drug- and weapons-trafficking, as well as surveillance, according to the police department.
For the past 10 years Howell has served as an instructor in drug investigation and affidavit writing at the V. I. Police Academy. He holds a bachelor's degree in community and human service with a concentration in criminal justice from Empire State College in Saratoga Springs, N.Y.
Howell takes the place of outgoing St. Croix Deputy Chief Lt. Raphael Bramble, who has served in that role for more than two years.
