MAKE THAT 'ACTING GOVERNOR TURNBULL'

March 13, 2002 – With Gov. Charles W. Turnbull off attending the 18th annual Seatrade Cruise Shipping Convention in Miami Beach and Lt. Gov. G. Luz James II away in London trying to resolve the territory's property insurance problems, Finance Commissioner Bernice Turnbull is in charge of the government this week.
The governor, who serves on the board of The West Indian Co., is a delegate to the annual Seatrade conference, being held Monday through Friday at the Miami Beach Convention Center. According to a Government House press release, WICO invited him to attend the conference as a member of its delegation. Also attending the conference, held annually to discuss cruise ship industry matters, are representatives of the Port Authority and the Tourism Department.
The governor left the territory last Friday and is expected back at the end of the week, according to the release. James, who as lieutenant governor also is the territory's insurance commissioner, departed last Sunday and is expected to return by this Sunday.
Under V.I. law, when the governor is out of the territory, the lieutenant governor becomes the acting governor. When both are gone, the assignment falls to the finance commissioner.
