Caesar Convicted Felon, Voter Registration Yanked

Oct. 29, 2004 — Friday evening The Board of Election decided to rescind St. Thomas senatorial candidate Karl R. Caesar's voter registration because of a prior felony conviction.
Caesar, an Ivanna Eudora Kean High School teacher who was vying for a seat in the 26th Legislature, will not be able to vote or go near any polling stations during the Nov. 2 election.
"We received confirmation that he was a felon," Board of Election chairman Lawrence Boschulte said Friday night. "V.I. law states that no felon can serve as an elected official."
Boschulte said because the ballots were already sealed until Election Day, Caesar's name could not be removed from the ballot. All votes counted for Caesar will be discredited.
John Abramson Jr., election supervisor, said the V.I. Election System was notified of Caesar's conviction when someone faxed information to the office. The document indicated that a Massachusetts District Court had convicted Caesar of unlawful receipt of a firearm—a felony.
Caesar, in a signed affidavit filed with the Election System, had indicated he had no felony convictions.
Abramson said he referred the matter to the board, which held the emergency meeting to act on the situation.
Calls to Caesar's residence Friday evening were not returned at press time.
