I stand by what I wrote in "Hassel Island Tower – Welcoming Symbol or Blotch."
The necessary approvals and permits to reconstruct the road on Hassel Island were obtained from the agencies involved –– the National Park Service, Department of Planning and Natural Resources Coastal Zone Management division and the V. I. Port Authority.
Edward "Harmon" Killebrew has been associated with Hassel Island for many years. He lived on Hassel Island in the 70's, and his efforts to restore the Creque Marine Railway have been well documented in the print and broadcast media, as well as in the Source.
