March 7, 2005 – After meeting with students, members of the Parent Teachers Association of Central High School and the staff Friday, Gov. Charles W. Turnbull has decided to waive certain provisions of the V.I. Code. Monday, he issued a proclamation to enable the Department of Education to purchase supplies, equipment and contractual services to do essential cleanup, repair, and construction of classrooms necessary for the four public high schools' accreditation.
The proclamation took effect Monday and will remain in effect until work on each facility is completed and the respective high schools receive accreditation.
Turnbull said, in a press release, that this proclamation is necessary to institute emergency procurement procedures, which will eliminate the need for advertising for competitive bidding.
The proclamation covers supplies, materials and services for St Croix Central, St. Croix Educational Complex, Charlotte Amalie and Ivanna Eudora Kean high schools that are necessary for the schools' accreditation.
The proclamation further states that the Department of Property and Procurement, the Department of Public Works, the Department of Finance, the Office of the Attorney General, the Office of Management and Budget, and any other department whose participation is required in connection with such procurement process are hereby directed to give their full assistance and cooperation.
