VIWMA to Close Mandahl Bin Site for Reconstruction

The V.I. Waste Management Authority (VIWMA) advises St. Thomas residents that the Mandahl bin site will be closing to public use effective Wednesday, Feb. 11, to allow for the construction of the Mandahl Convenience Center. During the construction phase, residents are asked to utilize alternate bin sites or to take their waste directly to the Bovoni Landfill.
The bin site has been plagued by illegal dumping from businesses and residents who dispose of unacceptable waste such as bedding, furniture, televisions, appliances, construction waste and large volumes of green waste. The installation of solid waste compactors and other features as part of the operations of the convenience center at this site will improve waste collection, decrease the number of hauls, improve aesthetics, reduce noise, eliminate vectors and odors, and significantly reduce illegal dumping.
Upon commissioning of the new Mandahl Convenience Center, the Peterborg bin site will be closed permanently.
The Mandahl Convenience Center will be a manned facility with weekly scheduled operating hours. The contract work includes the construction of a facility that will house up to three compactors for the acceptance of household waste. It will also serve as a destination on designated days for the acceptance of bulk waste, such as furniture, white goods like appliances, and yard waste. There will also be an area for the acceptance of household hazardous waste items, such as electronic devices, televisions, computers, fluorescent bulbs and other items.
Residents are asked to start using practices to reduce the amount and type of waste that they dispose of regularly. This can be done by purchasing items that are not in bulky packaging, reusing items and breaking down boxes and other bulky material prior to disposal. Business and commercial entities, including apartment buildings of four units or more, are reminded that disposal of their waste into any public bins is strictly prohibited by law.
The design/build contract for the Mandahl Convenience Contract was awarded to Apex Construction, in partnership with the deJongh Group and HTA Engineering. The convenience center’s layout is a conceptual design developed by VIWMA’s Engineering and Solid Waste Divisions. The contract amount is $850,000, and the project is funded by a grant from the U.S. Department of Interior. The construction is expected to last for approximately nine months.
