No vendors licenses will be issued in the territory until an assessment of compliance and review of the regulations has been completed.
Andrew Rutnik, commissioner of Licensing and Consumer Affairs, announced the moratorium Tuesday.
Rutnik did not indicate when or if the moratorium would be lifted. He was not available for comment.
