Franz A. Christian Sr.,acting police commissioner, announces that the Virgin Islands Police Department Firearms Bureau will hold its second annual gun collection program "Amnesty '99" on Saturday, March 13, from 10 a.m. to 4 p.m. at Emancipation Garden, St. Thomas.
