RICHARDS SENDS BUDGET BILLS TO THE GOVERNOR

Senate President Vargrave Richards forwarded 35 fiscal year 2000 budget appropriations bills on Monday to Gov. Charles W. Turnbull for the governor's approval.
The Legislature's budget process wrapped up on Nov. 5 with a $450 million budget, $13 million more than the figure mandated by a memorandum of understanding between Turnbull and the Department of the Interior.
Despite heated debate, the senate passed most of the bills by a vote of 13 to 1. Sen. Adelbert M. "Bert" Bryan provided the dissenting vote. Sen. Alicia "Chucky" Hansen was absent during the deliberations. The senator was in St. Croix, involved in a lawsuit against Beal Areospace Industries. Rickards blamed "computer problems compounded by the subsequent storm" for the two-week delay in passing the bills along to the governor.
"These bills represent several months of careful analysis and projection in an effort to bring some measure of balance to the government's annual budget," he said. "The Legislature has meticulously analyzed and gathered supporting information in its attempt to present a budget which will continue effective government operations."
