RICHARDS UPSET BY POWER RESTORATION DELAYS ON ST. CROIX

Senate President Vargrave Richard expressed concern Tuesday that the Water and Power Authority declined outside help to get St. Croix's electricity system running again.
"I am disturbed by the statement made by (WAPA) Executive Director Raymond George regarding not needing any outside assistance to restore service to remaining troubled areas," Richards said in a releaqse from his Senate office. "I question the underlying rationale for not seeking outside assistance to expedite the restoration process. If it would bring about a shorter recover time."
Southern Energy, the company that is trying to buy WAPA, assisted WAPA in getting back on line after both Hurricanes Hugo and Marilyn. But it was announced Tuesday that WAPA was going to go it alone this time.
Instead of accepting help from Southern Energy, WAPA has decided to pull linemen from St. Thomas to assist with the restoration.
That move has accelerated the process, resulting in a projection by WAPA that 75 to 80 percent of power on St. Croix will be restored by the weekend.
