QUESTIONNAIRE ON PARK VESSEL MANAGEMENT

The National Park Service is initiating the NEPA (National Environmental Policy Act) process to prepare a Vessel Management Plan for the V.I. Islands National Park.
Public input is key to defining the issues and alternatives to be addressed in this plan. St. John residents are asked to complete the form and return it by Jan. 31, 2000. Please feel free to attach additional comments.

1. What concerns/issues do you have about the current management of Park waters?
2. Should the existing moorings program be modified? For example, moorings removed, added, or relocated? Please be specific.
3. Should additional areas be designated as anchorless to ensure resource protection? Please explain.
4. Should a carrying capacity approach that limits the numbers of visitors be applied to specific areas of the Park? How should carrying capacities be established?
5. What additional navigational aids, docking facilities, waste disposal facilities or other boating services are needed? Where?
6. Are limitations on speeds, noise and lights warranted? If so, how should they be established?
7. How should maintenance of moorings, resource inventorying and monitoring, educational programs and enforcement be funded?
