RULES APPROVES TWO NOMINEES TO BOARDS

The Senate Rules committee, chaired by Sen. V. Anne Golden, Thursday approved Fitzgerald H. Rowe to serve on the V.I. Housing Authority Board and Clemmie C. Moses for the Health Insurance Board and sent their names on to the full Senate for final acceptance.
Rowe said one of his goals was to see tenants in public housing own their own apartments. He also said he'd like to see housing communities improved aesthetically by building more Caribbean style structures.
Golden charged Rowe with enforcing housing regulations the protect tenants from being held hostage by criminal activities and inadequate conditions.
The committee approved Rowe unanimously.
According to release from the Legislature Sen. Gregory Bennerson expressed concern over the current plans to reorganize the Housing, Parks and Recreation Department, the Housing Authority and the Housing Finance Authority under one umbrella. Under the current plan the board would be reduced. Rowe suggested more private sector members be appointed to the present advisory council.
The committee also approved Sen. Almando "Rocky" Liburd's bill amending the V.I. Code regarding the Health Consumer Complaint Review Committee.
Held in committee until the next Rules Committee meeting was a bill sponsored by Sen. Adlah "Foncie" Donastorg pertaining to water pollution control and underground storage tanks.
Also held was a proposal by Sen. Adelbert M. "Bert" Bryan that would require real estate developers to pay for the installation and connection of potable water lines to new subdivisions.
