May 15, 2002 – The V.I. National Guard would like to alert the general public, and especially the merchants in our community, of an apparent check-cashing scheme that is being perpetrated on the Virgin Islands public.
Someone in the Virgin Islands is using check stock with "U.S. National Guard" printed in the left-hand corner, complete with three different legitimate addresses of Virgin Islands National Guard facilities, said a release from Chief Osbert Potter, public affairs officer. These checks are being presented to merchants in the community who then proceed to cash them.
All of the checks discovered thus far have been made payable to Andrea Joseph. The National Guard wants the public to know that Andrea Joseph is not associated with its organization. Additionally, the checks in question do not belong to the "Virgin Islands National Guard," nor is anyone in the Virgin Islands National Guard associated with the apparent fraud.
