TO PROVIDE FOR NUMBERED SEATS IN THE LEGISLATURE OF
THE U.S. VIRGIN ISLANDS
By this initiative, voters are asked to determine whether to change the method by which senators are elected to the Legislature of the Virgin Islands. Presently, seven (7) senators are elected at large from the District of St. Croix and seven (7) are elected at large from the District of St. Thomas-St. John. If this initiative is approved, the seven (7) senators from each District shall be elected to seats numbered 1 through 7 in each district. One (1) senator will continue to be elected at-large as under existing law.
Title 2, Chapter 6, Section 102 of the Virgin Islands Code shall be amended and shall thereafter read as follows:
"There shall be fifteen members of the Legislature, to be known as senators. Seven (7) senators shall be elected to seats numbered District of St. Croix 1 through 7 by the qualified electors of the District of St. Croix, and seven (7) senators shall be elected to seats numbered District of St. Thomas-St. John 1 through 7 by the qualified electors of the District of St. Thomas-St. John. One (1) senator shall be elected at large by the qualified electors of the Virgin Islands from the Virgin Islands as a whole; provided, however, that such senator shall be a person who is a bona fide resident of St. John."
