HOVENSA HONORS LEROY MITCHELL FOR SERVICE

Feb. 27. 2003 – In celebration of Black History Month, Hovensa has paid tribute to Leroy E. Mitchell, the first black to hold the position of assistant refinery, the second-highest management position at the company.
Mitchell retired in 1998 after 30 years of service but has remained a member of the Hovensa family through work with one of its major contractors.
"Each working day was a hard one, but I went to work determined to give 100 percent," he said in a news release.
A native of Trinidad, Mitchell started his career in 1967 as a refinery helper at what was then called Hess Oil Virgin Islands Corp. He worked his way up the ranks until being named assistant refinery manager in 1982.
After retiring, he served as a consultant to C&C Construction and Maintenance Inc., a Hovensa contractor. He then became the company's general manager and spearheaded the move in 2001 to change C&C into Triangle Construction and Maintenance. Last year, he initiated the first collective bargaining agreement between Triangle and Our Virgin Islands Labor Union.
Also last year, he worked with the federal Occupational Safety and Health Administration to develop a safety and health strategic partnership of OSHA, the V.I. Labor Department, Our Virgin Islands Labor Union, and Hovensa.
In January, Hovensa recognized Mitchell and Triangle Construction and Maintenance for having the most improved safety record among the refinery's contractors for 2002.
Alexander A. Moorhead, Hovensa vice president for governmental affairs and community relations, said that Mitchell "by using his management skills and refinery experience has made a lasting impact at the refinery and on the St. Croix community."
