April 9, 2003 — The V.I. Police Department informs the motoring public of parking and other restrictions that will become effective Sunday, April 20, and continue through the end of Carnival 2003. The rules are announced by Police Commissioner Designate Elton Lewis, said a release.
Vehicles found parked in restricted areas in and around the Carnival Village will be cited and towed at the owner's expense. This includes but is not limited to parking on sidewalks in the area of the Legislature, Post Office, and Main Street.
The assigned towing service will store towed vehicles on the service's property. Owners, to retrieved a towed and impounded vehicle should go to the Richard Callwood Command, "Zone A," and speak to the front desk duty officer, who will assist by locating the vehicle and providing other Police assistance. There will be service fees to retrieve a vehicle: $95 for towing and $25 for the citation.
To avoid these fees, do not park on sidewalks or areas that block or obstruct vehicle and pedestrian traffic.
Prohibited parking rules and regulations that will be in effect during the Carnival activities:
— Parking less than 10 feet from a corner
— Parking less than 10 feet from a fire hydrant
— Improper parking or parking more than 12 inches from the curb
— Parking in front of the Crimincal Justice Complex on Hospital Gade
— Parking where it interferes with the free and normal flow of traffic
— Parking in taxi stands and handicapped areas
— Speeding and drag racing on the public roads and highways
— Driving under the influence of alcoholic beverage or illegal drug, or while impaired
— Parking on Main Street from Monday, April 29, through Saturday, May 3, from 6 p.m. to midnight.
— Parking in excess of time posted in timed parking zones.
Carnival Village parking
Effective Saturday, April 19, at one minute after midnight, through Saturday, May 3, at midnight, parking will be prohibited in the Fort Christian parking lot. Vehicles found parked in the lot or around the Village that obstruct the normal flow of pedestrian and vehicular traffic will be towed and ticketed at the owner's expense. Further, no parking will be allowed in the Carnival Village at any time, except during loading and unloading supplies.
Lionel Roberts Stadium activities
During the activities at Lionel Roberts Stadium, traffic will be restricted to a loop pattern. Vehicles traveling west on Polyberg Hill will execute a left turn at the signal light, a right onto Kongens Gade (Dept. of Education Street) and right onto Hospital Gade, thereby traveling north towards Human Services. This went into effect Saturday, April 6.
April 30 Fair Day activities
On Wednesday, April 30, traffic flow around the Fair will be as follows:
A. Fire Burn Hill (Lettsome's Grocery) traffic between 7 to 9 a.m. will be reversed to northbound traffic only. Motorists traveling southbound will execute a right turn onto Inter Gade and into Savan.
B. Gamble Gade (Weekes Bakery) traffic will be reversed from westbound to eastbound traffic flow. Motorists traveling on Gamble Gade will be able to turn left onto Fireburn Hill or right onto Store Gade to exit via Back Street. Princesses Gade will be closed to vehicle traffic.
May 1 J'ouvert on Veterans Drive
On Thursday, May 1, Veterans Drive will be closed to vehicle traffic from 4 a.m. until the activity has concluded.
Parade days
On Friday, May 2, and Saturday, May 3, no parking will be allowed on the parade route (Kronprindsens Gade, Main Street, Hospital Gade and Bjerge Gade) from 4 a.m. until the parade has concluded each day. Vehicles will be towed.
Race track activities
On Friday, May 2, during the racetrack activities, parking will only be allowed on the westbound lane. Vehicles that are parked inside of the track will make a left turn when exiting and travel westward. Right turns will not be allowed until the activity is over.
Vehicles found parked in violation of these special regulations will be ticketed and towed.
