VINCENT SAMUEL APPOINTED A UVI VICE PRESIDENT

Dec. 20, 2003 – Vincent Samuel, who has served as acting vice president for administration and finance at the University of the Virgin Islands for the past year, has officially been appointed a vice president at the university. By virtue of his position, Samuel will continue to serve as a member of President LaVerne Ragster's Cabinet.
Samuel was appointed vice president for administration and finance in October. In that capacity he serves as the University's chief financial officer and treasurer, with oversight for accounting, procurement, facilities management and budget of UVI. His duties also include the establishment of financial policy.
Samuel said his challenges are many, but his main goal is to guide the university into "fiscal sustainability."
"We want to have a university that is sustainable and to reduce reliance on the Government of the Virgin Islands," Samuel said. One of Samuel's current projects is the development and implementation of a new master plan for the university.
Samuel's relationship with UVI has spanned more than two decades. He earned a bachelor of arts degree in mathematics in 1983 from the then-College of the Virgin Islands. In 1998 he became UVI's controller and held that post for four years.
Samuel has a master of science degree from Adelphi University and a master of business administration degree from the University of Michigan. He is also a lecturer of accounting and finance at UVI.
