THE GOVERNOR NEEDS A NEW SPEECH WRITER

Dear Source,
Who wrote the governor's speech, Mohammed Saeed al-Sahaf, Iraqi Minister of Information ?
He claimed success where failures had ocurred (i.e. school accreditation).
He postured and preened about improving the situations in St. Croix but failed to mention of how he was going to remedy the sewage situation.
Possibly he would mask the aroma with the fecal material in his own speech.
He is not going to take any draconian actions to reduce spending because all he has to do is veto any spending that goes above the projected revenues.
He does not want any outside fiscal control and has kept the federal government from "taking over."
What about HUD and the Housing Authority ?
The speech was almost all "we're gonna's."
Governor, you can't pay the bills with your mouth.
