Nov. 2, 2004 – Virgin Islands voters soundly returned Delegate Donna M. Christensen to Congress, according to unofficial results from the Election System of the Virgin Islands, as of 10:30 p.m. local time Tuesday. Several other races, however, were far closer and could change when the absentee and provisional ballots are counted.
Christensen garnered 17,061 votes (66.1 percent of votes tallied), to Warren Mosler's 7,313 votes (28.3 percent) and Krim Ballentine's 1,451 votes (5.61 percent).
On St. Croix voters sent a clear message along with four newcomers to the Senate. The top vote-getters are all newcomers, starting with Neville James with 7,068 votes, followed by Terrence "Positive" Nelson and Pedro "Pete" Encarnacion, in a dead-heat for second place – four votes apart – at 5,999 and 5,995, respectively. Juan Figueroa Serville was a close fourth with 5,968 votes, 27 votes behind Encarnacion.
St. Croix returned Sen. Norman Jn Baptiste to the Senate with 5,121 votes along with Sen. Usie Richards with 4,731 votes. Sen. Ronald E. Russell and Adelbert M. "Bert" Bryan were fighting for the last position with 4,567 and 4,546 votes respectively, 21 votes apart, with Russell ahead.
For Board of Education at-large, Oswin Sewer, ran unopposed.
Challenger Craig Barshinger upset incumbent senator-at-large Sen. Almando "Rocky" Liburd by only 325 votes or 2 percent of the votes cast. With an unknown number of absentee and provisional ballots not counted, the margin could narrow even more.
In the St. Thomas/St. John district, Sen. Shawn-Michael Malone led the pack with 9,257 votes, followed by Sens. Adlah "Foncie" Donastorg with 8,640 votes and Louis P. Hill with 7,313 votes. Celestino A. White Sr. held fourth position with 6,590 votes.
Former Education commissioner Liston A. Davis came in fifth with 6,356 votes, and veteran Sen. Lorraine Berry got 6,134 votes to come in sixth. This brings Berry back to serve her 12th term in the Legislature. With 5,619 votes, Sen. Roosevelt David squeaked into the seventh seat only 298 votes ahead of challenger Alvin Williams. Williams and Sen. Carleton Dowe were in a dead-heat – separated for the eighth position by 35 votes, Williams with 5,321 votes to Dowe's 5,286.
For St. Croix, only four Board of Education candidates were on the ballot with four seats to fill, so Jorge "Tito" Galiber, Terrence D. Joseph, Nereida Rivera-O'Reilly and Shawn S. Gibson were virtually assured seats. (For specific numbers, see the list below). St. Thomas finishers were Judy M. Gomez, Keith E. Richards, Nandi Sekou and Debra Smith-Watlington. For Board of Education at-large, Oswin Sewer, ran unopposed.
The St. Croix Board of Elections race had just three candidates with four seats to fill, Dodson K. James, Ana L. "Anita" Davila and Humberto O'Neal. For St. Thomas district, voters returned Lawrence "Larry" Boschulte, along with Lorna A.C. Thomas and Colette White-Amaro. St. John had just one candidate, Alecia M. Wells.
