2 Former Police Officers Face Arraignment on Assault

Jan 14, 2005 – Two former police officers turned themselves in this week on charges of assault and kidnapping dating back to an incident in Frenchtown in December 2002.
Dorian Foster, 35, of Anna's Retreat, turned himself in on Tuesday. Bill Jean Baptiste turned himself in on Thursday.
William Curtis, V.I. Justice Department special agent, said he expected both men to be arraigned next Thursday and a trial date to be set within the next six months.
After the case was found to involve V.I. Police Department officers it was turned over to the V.I. Justice Department. Curtis said that was in May of 2003.
Thomas Hannah, spokesman for the V.I. Police Department, said the officers in question "just walked off the job" when they learned about the investigation.
Elvis David, 43, of Estate Tutu, was arrested earlier this month in connection with the case. All three are now free on bond, and according to Curtis, a fourth subject is being sought.
All three of those charged so far are members of the Prince Hall Masons, and Curtis said investigators are operating under the assumption the fourth suspect is also a Mason.
He added, however, "This type of behavior is totally contradictory to the code of conduct of Masons." He said that Masons are "all about service to community."
According to Curtis and other reports, the 26-year-old victim of the Dec. 7 abduction and assault was walking on a street, near McDonald's in Frenchtown around 8:30 p.m., when a white Blazer pulled up by him. A subject got out of the Blazer and shoved the victim in.
The subjects in the Blazer drove the victim to the V.I. Water and Power Authority dock in Sub Base. He was then severely beaten.
Curtis said the victim "thought he was going to be killed, so he started screaming and thrashing about wildly."
Reportedly, when one of his assailants opened a back door the victim was able to escape. He ran into the water and swam out to a barge.
Curtis said the attack appeared to be in retaliation for an incident earlier in the day concerning a member of the Masons Lodge, but he added, "I know definitely that the Masons do not condone such behavior."
