News Brief: Governor Announces Carnival Leave

April 13, 2005 – Gov. Charles W. Turnbull has granted all non-essential government employees of the St. Thomas-St. John District one full day and two half-days of administrative leave for the observance of Carnival 2005. Non-essential employees in the St. Croix District will receive one day of administrative leave to attend the Children's Parade on St. Thomas.
In a release issued Wednesday, Turnbull authorized all commissioners and agency heads to grant the leave to the non-essential employees.
The employees, as determined by the department heads, will receive time off from work on the following times and days:
– From noon to 5 p.m. April 27 for the Carnival Food, Arts and Crafts Fair Day. (St. Thomas-St. John District)
– From 8 a.m. to noon April 28 for the Roas-A-Time or J'ouvert celebration. (St. Thomas-St. John District)
– All day April 29 for the Children's Parade. (Both districts)
The leave does not apply to essential employees, those on a regular rotating shift or on annual or sick leave. Leave will not be granted to essential employees or those whose shift happens to fall on the three days that the other employees are granted the administrative leave.
Because the three days are not legal holidays, employees who work on those days will not be granted holiday pay.
"I urge the Virgin Islands public to participate in this year's activities and to exercise sound judgment by taking all precautionary and safety measures to ensure the enjoyment of all," Turnbull stated in the release.
