Sept. 21, 2005 – Gov. Charles W. Turnbull, in accordance with the Virgin Islands Code, has appointed Arline Swan as Commissioner on the Interstate Commission for the Adult Offenders Supervisory Board.
According to Bill No. 26-0003 to enact the Omnibus Justice Act of 2005, the section relating to "Interstate Compact for Supervision of Adult Offenders" authorizes the appointment of a commissioner who shall be a voting representative of each compacting state.
Mrs. Swan was recommended to the governor by Presiding Judge of the Superior Court Maria Cabret to be appointed as the Virgin Islands voting representative on the Interstate Commission for Adult Offender Surpervision to insure that the territory is able to fully participate in the proceedings during the annual business meetings, and have the authority to participate in the voting process and other matters of the commission.
The Annual Business Meeting of the Interstate Commission for Adult Offenders Supervision was held in Phoenix, Arizona last week. Swan represented the territory during the meeting, which addressed several key issues including proposed rules and amendments.
