Nov. 28, 2005 – Senator Celestino A. White Sr. has written to Acting Commissioner George Phillips urging him to move expeditiously to commence construction on the east end road designed to alleviate congestion.
On January 20, 2005, the Hartman family transferred the Right of Way of Parcel No. 34 Estate Charlotte Amalie, which stretches from the Edith Williams School on Weymouth Rhymer to the Alvin McBean Park in Old Tutu, to the Government of the Virgin Islands for the purpose of alleviating traffic congestion that has plagued the east end of St. Thomas, according to Senator White.
"In a meeting on January 17, 2005, where former Senator Carlton Dowe, members of the Hartman family and I witnessed the transfer, officials from the Office of Highway Engineering, Department of Public Works (DPW), indicated that the preliminary survey of the site was completed and all DPW needed was a signed deed to begin construction," stated Senator White.
According to Senator White, the deed has since been signed, attested to and accepted by the Government of the Virgin Islands. Additionally, funding for the new roadway has already been set aside within Act No. 6663 by way of an amendment submitted by former Senator Dowe in 2004.
The Right of Way is almost 3.5 acres and represents the first truly new road on St. Thomas in decades. The Governor is well aware of the frustration and inconvenience residents of the east end have to endure on a daily basis and is in support of this new roadway, continued Senator White.
"I am calling on the Acting Commissioner to move with haste and begin construction and to keep my office informed of his progress," concluded Senator White.
