Dear Source,
Is it possible that the Department of Education publish to the public what are guideline and/or type of projects in which these federal funds can be used? I am pretty sure that if for four years in a row the "Department" cannot come up with ways in which to spend these monies, someone in the community can. (See "Territory Tops List for Unused Federal Education Funds, Yet Again.")
Maybe it is time to think outside the box and let the "public" assist in what the government has failed to do. Maybe their guidelines can be introduced to PTA organizations. Many times PTA groups have voluminous laundry lists of items that need to be done for their particular schools.
The government should be ashamed of itself. If government employees can think of crafty ways to embezzle $900,000.00 of its money, why can't we think of ways to spend these funds that are freely available for the benefit of our children?
