The League of British Virgin Islanders will host its 10th annual Norwell Harrigan Memorial Scholarship luncheon, at 12:30 p.m., on Sunday, Nov. 2, at Victor's New Hideout. The honorees are the Very Reverend Lionel S. Rymer, John Smith, J. Alvin Christopher and Ira Smith.
