Dear Source:
There is something seriously wrong with the VI Dept of Education. It is common knowledge that the local school system needs improvement and the often-heard argument is we need more money, but to return federal funds because they could not be used within the time allowed by the US Dept of Education is beyond understanding. It's time to have professionals in the VI Dept of Education who can implement programs which use the federal dollars provided, not have then go back to Washington.
