April 15, 2009 — A bill allowing government departments and agencies to make purchases of less than $50,000 without going through the procurement process under specified circumstances was approved Wednesday by the Senate Committee on Economic Development, Energy and Technology.
The bill, an amendment to V.I. procurement code, now goes to the Senate Rules Committee for final disposition before going to the full Senate.
Sen. Shawn-Michael Malone said the bill reforms the procurement process "so that we would be able to spend the stimulus money that has been afforded to us by President Obama in a timely and more efficient manner." He continued, "This amendment permits us to avoid some of the time consumed during the procurement process for less-costly services where, in some instances, time is of the essence."
Under the terms of the bill, the agencies can avoid the procurement process when at least three quotes are sought from separate vendors.
