The Governor did the right thing by rejecting a poorly executed document. The militant few who seek to gain privilege by reason of what is actually a ‘complexion’ or Born Here definition should realize that is not acceptable under the US Constitution.
Governor DeJ did the right thing by not sending a contaminated piece of work to Congress for a certain rejection.
My suggestion would be that a Virgin Islander is a person who is a full time resident of the Virgin Islands either by choice or birth and who is a citizen of the USA.
We have wasted enough time and money on this constitution,
