Senator's Tussle Over "Legislature Beach" Heading to Court

Sen. Adlah "Foncie" Donastorg’s showdown with legislative Executive Director Louis Willis last October is now the focus of a civil suit filed last week in V.I. Superior Court.
The suit concerns an October 2009 tussle, which apparently stemmed from a disagreement over actions taken by Willis to create more parking behind the Legislature building.
Using heavy equipment over the October weekend, Willis moved rocks and dirt and even brought in sand to create a small beach.
Donastorg insisted that Willis skirted the permitting process that all other Virgin Islanders would be subject to and accused Willis of inappropriately spending Senate funds.
Planning and Natural Resources officials have said the beach work was done without the proper permits. Willis has said he thought, since renovations were ongoing at the Legislature at the time, that he had already obtained a general permit that allowed for the work, but has since covered over the sandy area with dirt.
In the suit, Donastorg claims that Willis initially attacked both he and Donastorg supporter Myles David that day, before making Donastorg the sole target.
To cover it up, Willis then had his "friends and allies" destroy all video evidence of the "criminal acts and tortuous acts he had engaged in," according to the suit.
Donastorg and David are seeking damages for physical injuries, mental anguish, loss of reputation, pain and suffering, and a "loss of enjoyment of life" that’s expected to continue as a result of the incident.
