The V.I. Waste Management Authority’s board of directors elected officers at its annual meeting Thursday on St. Thomas, the authority announced.

The officers are:

• Chairman: Public Works Commissioner Daryl Smalls;

• Vice Chair: Property and Procurement Assistant Commissioner Stephen Jones Sr.;

• Secretary: St. Croix Administrator Dodson James.

Member A. Winston Adams rounds out the board. There are three vacant positions on the board – one St. John and two St. Croix private sector positions. The position of St. Thomas private sector representative member is expired but that position will remain filled until the member is replaced, according to a statement from WMA.

During its mandated annual meeting on St. Thomas, the board approved a four-month contract extension with Meridian Resources, LLC, for continued operation and maintenance at the Bovoni Landfill Gas Collection and Control System Facility. This extension will allow for the completion of the adjacent landfill gas-to-energy plant, which will incorporate the collection and control mechanisms in its system at the startup date, according to a statement from WMA.

The monthly fee for the contractor’s services is slightly less than $13,000, and the cost of the required additional work through the term of the extension shall not exceed $75,000, according to the contract.

The board also voted to amend WMA’s contract with Sanitas Partners V.I. to a new maximum of $87,000. The additions to the contract are for a change in the schedule of values, extended insurance and bond coverage, and additional gravel-with-trucking for the construction of the St. Croix Transfer Station.

In other business, the board:

• Approved a supplemental contract with Seslia and Company that expired last September, to pay for $325,000 in financial services rendered from September through April and to extend financial consulting services through September of this year for the projected cost of $200,000. The contract total costs are not to exceed $525,000.

• Approved a seven-month contract extension for continued operational services at the Mangrove Lagoon Wastewater Treatment Plant on St. Thomas and the St. John wastewater treatment system. The monthly fee for contracted services is $219,000. The total fee for the seven-month period would be $1.5 million. The extension is retroactive to March 8 and expires September. 2.

• Approved a contract with Paris Construction for work on the project to extend the Estate Whim Sewer Line. The cost of the services rendered is $90,000. The sewer line extension work began last and was substantially completed last December.

• Approved a construction contract with Mack Construction Enterprises, Inc. to install roughly 850 linear-feet of security fencing and motorized gates at 1A and 1B Estate Demarara, St. Thomas, for an amount not to exceed $106,000.00 with a term of 90 calendar days.

• Approved an amendment for an extension to the existing operations contract between WMA and A9 Enterprises Inc. at the current monthly fee of $135,000 for services rendered at the Anguilla Landfill on St. Croix. The extension covers February through June at a total cost for this period of $540,000. The contract was also amended to increase the fuel costs by $26,000 and for $48,000 in additional. The contract amendment total cost will not exceed $614,000.

• Authorized WMA Executive Director May Adams Cornwall to amend its contract with A9 Trucking Enterprises, for additional work that was authorized by WMA, and compensation for increased fuel costs during the ongoing contract period for operational services rendered at the Bovoni Landfill on St. Thomas. The total cost of this amendment will not exceed $692,000.

• Approved a contract with Mickey’s Construction for $158,000 for emergency repairs to a collapsed sewer line and deteriorated manholes in the Bethlehem area of the sewer system at East Airport Road, St. Croix. The contractor’s services began last July and after delays caused by inclement weather and the discovery of an additional collapsed area of the system, was substantially completed in December.

A presentation of service awards were made to immediate past and present board members including: Dodson K. James, Sr., Chairman, government sector representative; J. Brion Morrissette, former vice-chair, St. John private sector representative; Llewellyn Reed II, former secretary and St. Croix private sector representative; and current members including: A. Winston Adams, private sector representative for St. Thomas, and government sector representatives Commissioner Daryl Smalls of the Department of Public Works and Assistant Commissioner Stephen Jones of the Department of Property and Procurement.
