VING Mourns Passing of Former Adjutant General Brigadier General Carl Briscoe Sr.

The Adjutant General for the Virgin Islands Major General Renaldo Rivera has announced the passing of former Adjutant General Brigadier General Carl E. Briscoe Sr. on Saturday, July 27, at the age of 89. He resided in Atlantic City, New Jersey. The funeral service is Friday, Aug. 9, with burial at Atlantic County Veterans Cemetery.
Gen. Briscoe was drafted into the U. S. Army Corps on Aug. 28, 1943. He served as chief clerk, and on Feb. 5, 1946, he was honorably discharged as a sergeant.
He joined the New Jersey Army National Guard on March 1, 1948, as a sergeant and was promoted to sergeant major. In January 1951, he accepted an appointment as a warrant officer. On June 29, 1953, he was commissioned a second lieutenant.
Brigadier General Briscoe grew up the officer ranks and served in various leadership positions. On Aug. 23, 1979, he was appointed brigadier general. On Dec. 12, 1982, Gen. Briscoe was appointed as the adjutant general of the United States Virgin Islands. He served as military advisor to Governor Juan F. Luis. He retired from the military on July 15, 1983, having served for 38 years. Upon retirement, Briscoe transitioned to public service as the business administrator of Atlantic City from 1984 to 1990.
Carl Briscoe Sr. was married to his wife Lorraine for over 68 years. He is survived by his children: Carletta A. Briscoe, Carl E. Briscoe Jr. (Phoebe), Vianna Briscoe (Timothy Weldon) and Helena C Hankins; nine grandchildren; and eight great grandchildren.
