Pair Arrested in Tuesday's Homicide

Less than 48 hours after 26-year-old Kenroy Davis was shot and killed near building 14 in Tutu Hi-Rise housing community, police arrested two men on charges of first degree murder.

Police responding to a report of shots fired Tuesday night found Davis with multiple gunshot wounds to his body at 9:30 p.m. in a parking lot. A minor female was also shot in the back, according to detectives from the Major Crime Bureau. She was taken by ambulance to the Schneider Regional Medical Center.

Arrested and charged were 21-year-old Akeel Owens and 19-year-old La’Mar Richardson, both of the Tutu Hi-Rise Housing Community, according to a statement from the Intelligence and Major Crime units of the V.I. Police Department.

Superior Court Judge Kathleen Mackay issued the arrest warrant less that 24 hours after the murder. The warrant sets bail for the pair at $1 million each.

According to investigators, Owens and Richardson were armed with illegal weapons that they allegedly used to shoot Davis and the 17-year-old female.

Davis was not from the Tutu housing community, according to a police source.

The pair was also charged with second degree murder, two counts of first degree assault, four counts of third degree assault, eight counts of possession of a firearm during the commission of a crime of violence, reckless endangerment in the first degree, and aiding and abetting.

Though arrests have been made, Major Crime detectives are still seeking the community’s assistance in providing additional information regarding the incident.
