Dec. 20, 2004 – Long-time V.I. residents warn newcomers, if they have government work that needs to be done, don't try to get it done around Christmas. And Gov. Charles W. Turnbull Monday made it official, there will be another day when non-essential government workers can enjoy the holidays instead of going through paper work.
In a proclamation, he added Dec. 27 to the list of days when agencies and department heads are authorized to grant administrative leave to all V.I. non-essential government employees.
A press release from Government House stated that Sunday, Dec. 26 is Boxing Day, a legal holiday in the territory. Turnbull said the V.I. Code, as recently amended, provides, if a holiday falls on a Sunday, the governor may provide for administrative leave to be granted on the following Monday.
The governor's proclamation indicates that all previous terms and leave dates established in his original Dec. 10 proclamation will remain the same with the exception of the addition of Dec. 27. The release stated that more than 50 percent of the union contracts provide that if a holiday falls on a Sunday, the Monday following would be observed as a holiday, and absent specific negotiations, those provisions must be recognized.
