July 22, 2008 — The U.S. Attorney's office and the Regional Community Policing Institute (RCPI) will sponsor a training workshop on the issue of human trafficking on July 29 at the Wyndham Beach Resort on St. Thomas, and on July 31at the Carambola Beach Resort on St. Croix.
The main speaker is Dr. Ernesto Fernandez, who will present a course to acquaint law enforcement officers and non-governmental organization members with human trafficking, including understanding of the origins of human trafficking organizations and their methods of operation and the unique victimization that occurs with this traffic. The important role of victim service providers, immigration issues, and the major immigration remedies available to human trafficking victims will also be areas of focus.
In a press release, U.S. Attorney Anthony J. Jenkins said the class will discuss the issue of smuggling versus human trafficking; explore the scope of the problems involved in human trafficking and talk about the nature of victimization in relation to the Trafficking Victims Protection Act of 2000. Trainees will identify legal and civil remedies for use in the successful documentation and prosecution of criminal traffickers and discuss the indicators of a trafficking case.
They will explore investigative techniques and the common terminology used when developing a trafficking case and hopefully develop the expertise to identify victim issues, from the psychological and psychosocial to the cultural, and develop an understanding of community victim service providers.
