Vance Pinney has been appointed as the Education Department’s facilities/capital projects director. He brings more than 25 years of experience as an architect and project manager, and knowledge of territorial and federal building codes, safety practices and principles, and contract administration.
In appointing Pinney, Education Commissioner LaVerne Terry said, “Mr. Pinney’s background recognizes his demonstrated abilities in managing substantial projects and budgets. The Department has been without a facilities director for several years and with Mr. Pinney’s wealth of experience and depth of knowledge, I am certain that he will revitalize and energize the Division of Facilities Management and Capitol Projects. I am pleased to have him as a member of the department’s leadership team and look forward to his perspectives and contributions.”
Pinney holds a Bachelor’s of Architecture from Hampton Universityand most recently served as the lead architect for the Virgin Islands Housing Authority (VIHA), a position he held for 23 years. During his tenure with VIHA, he was responsible for the development to completion of major capital projects for various housing communities throughout the territory as well as emergency response. Other interests include commercial and private residential contracts in his professional work history.
The facilities/capital projects director serves as the departmental point person and advocate for all agency-related capital projects. He will oversee construction and major renovation projects for the department. Additionally, he will work collaboratively with the district maintenance divisions and the Department of Public Works to develop project specifications and define scopes of work for major maintenance repairs and upgrades.
Pinney says that with his new responsibilities his primary focus is to satisfy the safety and well-being issues of the Department of Education toward an optimal environment for students, teachers and other personnel.
